This is something like a free-needles program being run by a heroin dealer:
The L.A. Department of Water and Power is giving away free shade trees to anyone who takes an online or DVD tutorial on tree care.
Apparently the "Trees for a Green L.A." program has been going on since 2002, and the DWP has given away 30,000 trees, including more than 13,000 in the San Fernando Valley, but since past tutorials were in-person, the online/multimedia offering is the new wrinkle ...

A little LADWP manifesto a click away from the tutorial says: The Los Angeles Department of Water and Power (LADWP) offers a number rebates and programs for our residential customers. As a public agency, LADWP makes these programs available to assist our customers in using energy and water more efficiently, saving money, and improving our environment. The goal is to shade homes, allowing them to use less energy on air conditioning, but can somebody fill me in here - how precisely does planting more thirsty trees use water more effiiciently?
